The Regional and Local Economic Development Initiative, through its Aquaponics Programme, aims to explore and advance sustainable food production systems that align with a broader social development model. This component forms part of a strategic partnership between the University of KwaZulu-Natal and the KwaZulu-Natal Department of Economic Development, Tourism and Environmental Affairs.
Objective and Strategic Purpose
The Aquaponics Programme seeks to:
- Conduct action research on aquaponics to inform the development and entrenchment of a social development model.
- Support smallholder and emerging farmers to transition into cultivating higher-value agricultural commodities, which can play a significant role in reducing poverty and promoting rural development.
- Establish sustainable aquaponics systems that can provide food, generate income, and build technical skills at the community level.
Why Aquaponics?
Aquaponics offers a sustainable and innovative alternative to conventional agriculture, particularly in rural settings:
- Nutritional Value: Enables the production of protein-rich vegetables and fish—important in communities with limited dietary diversity.
- Profitability: Supports the cultivation of high-value crops and commercially viable fish species like catfish.
- Climate Resilience: Systems are more resilient to climate change than traditional agriculture.
- Resource Efficiency: Recycles water and nutrients, making it suitable for water-scarce areas if appropriate systems (e.g., JoJo tanks) are installed.
Achievements at the Ndwedwe Site (2022–2024)
This site, managed by a rural farmer outside of the Champions Programme, transitioned from a pilot to a small-scale commercial aquaponics system by 2024. Key outcomes include:
- Successful Food Production: Organic vegetables and fish are being produced and consumed locally.
- Seedling Business: A spin-off seedling enterprise supplies both the tunnels and community gardens.
- Infrastructure Improvements: Water scarcity was addressed through the installation of JoJo tanks.
- Youth Skills Transfer: Local youth gained hands-on experience in aquaponics and nursery management.
- Technical Innovation: Introduction of catfish (instead of tilapia) proved more resilient during power outages and offered nutritional and market advantages.
- Cost-Effective Operations: Utilized local labour and donations (e.g., solar systems), reducing operational costs.
- Training and Support: A highly effective service provider facilitated community training and technical operations.
Despite promising results, challenges remain:
- Sustainability is still uncertain due to climate and operational risks.
- Scaling will require ongoing technical support and access to capital.
Learnings from the Amandawe Site
Operated by a cooperative initiated by a former Champion, this site reinforced the programme’s key findings:
- Viability in Rural Areas: Aquaponics systems can be successfully implemented in remote communities.
- Site Selection Matters: Weather and water access are critical—poor site selection can hinder success.
- High Start-Up Costs: May limit participation to those with some capital or external support.
- Solar Panel Protection: Locating solar panels inside tunnels reduces theft risk.
- Institutional Gaps: Aquaponics lacks a clear home within government structures, affecting coordinated support and scale-up opportunities.
Programme Impact and Potential
The RLEDI Aquaponics Programme has demonstrated that:
- Action research can inform real-world innovation in rural economic development.
- Smallholder farmers, with the right support, can implement and operate low-cost, climate-resilient food systems.
- Aquaponics has potential not only for local food security, but also for developing rural agro-enterprises capable of supplying formal markets.
To fully realise this potential, the following must be addressed:
- Continued technical assistance for scaling operations.
- Access to reliable water and infrastructure.
- Institutional integration of aquaponics into formal agricultural and rural development strategies.
